| he Assessor
is an elected 4-year position. The Assessor's Office consists of seven
employees: the Assessor, Chief Deputy Assessor, Chief Appraiser, appraisal
staff, and clerical support.
Like all county departments, we are an extremely busy office. Although
our office has experienced many changes, both in new technology and in
personnel, we strive to use such tools as cross training and brainstorming,
which enable us to make better use of the individual talents available
in our office.
We work hard to match individual skills with the task at hand. Using
individual talent appropriately, allows the workflow to move smoother
and more effectively.

| Technology is ever-changing and the tools of the assessment field have
changed and continue advancing rapidly.
Therefore, in an effort to keep up with
the new tools of our trade, several of the Assessor's Office staff have
successfully completed ARC View classes at the High Tech Center in Carson
City.
We have been working closely with the Planning Department in the development
of a county-wide GIS. Arc View training is a necessary part of the development
of this system and has quickly become a very valuable tool for the Assessors
Office. Our office is presently using the GIS base map and Arc View to
visually verify the land values being set for the upcoming reappraisal
cycle.
We have moved forward, together with the Clerk/Treasurer and Recorders
Offices in an effort to not only store our records more efficiently, but
with the use of IMAGING, to provide these records to the public.
We are continuing to use Apex for our sketches and the digital cameras
for photos, which are embedded into Print Shop to create a very professional
end product. This has proven to be very cost effective and is the first
step necessary to save Assessors information to the AS400, which will
allow us to provide this information to the public via the Internet, once
the funding becomes available.

The Churchill County Assessor's Office does not set
the tax rate, but rather provides the Churchill County Commissioners and
City Council with assessed values to help them arrive at the tax rate.
For 2003, the total assessed value of the property in Churchill County
is approximately $435,003,700.

The Churchill County Assessor's Office also
assists in processing transfers in ownership for
manufactured homes and we continue to issue the
moving permits required to move a manufactured
home from one location to another. Furthermore,
we assist in processing the conversion of
manufactured homes to real property and back to personal property.

Property taxes help fund the School
District, the General County,
the City of Fallon, the Hospital,
Mosquito Abatement, Law
Enforcement, the Library, the
Fire Department equipment, etc.

The Churchill County Assessor's Office stays very active in the Assessors
Association and maintains a very good working relationship with the Department
of Taxation, which is now able to view our programs electronically, thereby
reducing much of their travel costs, as well as promoting further standardization
and efficiency.
