NOTICE OF PUBLIC HEARING

The Churchill County Planning Commission will hold a public hearing on 14 November 2007 at 7:00 p.m. at the Churchill County Administration Complex, County Commission Chambers, 155 North Taylor Street, Fallon, Nevada.  The following items will be heard.

Notes:
1.     These meetings are subject to the provisions of Nevada Open Meeting Law (NRS Chapter241).  Except as otherwise provided for by law, these meetings are open and public.
2.     Action will be taken on all agenda items, unless otherwise noted. 
3.     The agenda is a tentative schedule.  The Planning Commissioners may act upon agenda items in a different order than is stated in this notice - so as to affect the people’s business in the most efficient manner possible.
4.     In the interest of time, the Planning Commissioners reserves the right to impose uniform time limits upon matters devoted to public comment.
5.     Any statement made by a member of the Planning Commissioners during the public meeting is absolutely privileged.

7:05 p.m. CRESSA M. HARR – An application for a temporary use permit for property located at 17045 Lahontan Dam Road, Assessor’s Parcel Number 006-121-28 consisting of 21.91 acres of non-water righted property located in the RR-20 land use district.  The applicant is requesting a temporary use permit under Chapter 16.08.300.A(3&4) of the Churchill County Code to set up a temporary mobile home to reside in until she can build a new permanent home on the property.  The mobile home they previously resided in was damaged when they tried to relocate it on the property and is uninhabitable and they are temporarily living in an RV on the property.  She and her family will need warmer, more stable living conditions through the winter and spring.  HarrTUPApplication.pdf

7:10 p.m. MICHAEL & DAWN ROBERTS – An application for a temporary use permit for property located at 5000 Lone Tree Road, Assessor’s Parcel Number 006-436-13 consisting of 5.03 acres of non-water righted property located in the A-5 land use district.  The applicant is requesting a temporary use permit under Chapter 16.08.300.A(3) of the Churchill County Code to set up an RV on the property for her parents to reside in so they can help look after them and assist them with daily needs.  RobertsTUPApplication.pdf

7:15 p.m. VULCAN POWER C0. – An application for a temporary use permit for property located at 16496 & 16560 Renewable Way, Assessor’s Parcel Numbers 010-251-68 & 69 consisting of 7.5 acres of non-water righted property located in the Industrial land use district. The applicant is requesting a temporary use permit under Chapter 16.08.300.A(2&5) of the Churchill County Code to set up four temporary manufactured homes and an RV on the property for a watchman’s quarters, temporary offices and personnel quarters, and V.I.P. quarters in conjunction with a geothermal exploration project, located north of Hazen.  VulcanPowerTUPApplication.pdf

7:20 p.m. CINDY FITZGERALD – An application for a special use permit for property located at 4225 Alcorn Road, Assessor’s Parcel Number 008-693-07 consisting of 1 acre of non-water righted property located in the E-1 land use district.  The applicant is requesting a special use permit under Chapter 16.08.16.D of the Churchill County Code for an accessory dwelling unit.  She would like to convert the existing 1,054-square foot home, built in 1941 into an accessory dwelling unit and construct a new main home on the property.  FitzgeraldSUPApplication.pdf

7:30 p.m. MICHAEL & ELEANOR FORTUNE – An application for a variance from age for a manufactured home (Churchill County Code, Chapter 14.16.075.A) for property located at 805 McLean Road, Assessor’s Parcel Number 008-511-22, consisting of one acre of non-water righted property located in the E-1 land use district.  The applicants would like to replace the 1978 manufactured home on the back of the property with a 2000 doublewide manufactured home.  The older home has water damage and is uninhabitable.  The applicants plan to place the new home on a permanent foundation and convert it to real property.  FortuneVARApplication.pdf

7:45 p.m. ENEL STILLWATER, LLC – An application for a special use permit for property located off Lawrence Lane, Assessor’s Parcel Number 009-032-30, consisting of 234.96 acres of non-water righted property located in the A-10 land use district.  The applicant is requesting a special use permit under Chapter 16.08.150.D of the Churchill County Code to expand the existing geothermal operation.  They would like to construct and operate the Stillwater II Geothermal Project, a 29 MW (net) binary geothermal electrical generation facility and geothermal well field expansion project, adjacent to the existing Stillwater I Geothermal Power Plant.  The existing 60 kV transmission line and substation will be utilized by the new facility. Although the foregoing agenda is a public meeting posted by another agency or organization, under the provisions of the Nevada Open Meeting Law a number of members of the Churchill County Board of Commissioners constituting a quorum may be in attendance to receive information.  While a quorum of Churchill County Commission members will not participate in voting on any matters before the body governed by the foregoing agenda, there being a possibility the attorney general could define such attendance and gathering of information as a deliberation towards a decision at this meeting or at a duly posted meeting of the board of commissioners in future, the public is hereby notified that this agenda is posted as a meeting of the Board of County Commissioners under the provisions of NRS 241.
